Pa. jobless rate, jobs fall in May

At first glance Thursday's state unemployment report looked like good news. The decline from 7.5 percent to 7.4 percent in the unemployment rate in May wasn't a lot, but the rate was headed in the right direction.

But an accompanying report based on a survey of employers held bad news. That survey showed that 14,200 jobs were lost in May.

So why did the unemployment rate fall? The civilian labor force fell by 12,000 people, driving the unemployment rate down as people dropped out of the labor market.

"This comes on the heels of a national number for the same month that was really disappointing," said Mark Price, a labor economist for the Keystone Research Center. Nationwide unemployment was 9.1 percent in May, up from 9 percent in April. He said that while Pennsylvania lost jobs in May, the nation as a whole gained jobs, but only about 54,000.

"This is a bad report," Mr. Price said.

A particularly troubling aspect of the report was how many sectors lost jobs. There were just three of the 11 supersectors that gained jobs. For statistical purposes, the Bureau of Labor Statistics places jobs into categories, larger categories into sectors and clumps those into supersectors.

For example, government cut 3,100 jobs in May, bringing government employment down by 33,100 jobs since May 2010. Construction, which includes all of the building trades, saw employment drop by 2,400 in May, which is normally a time when the sector is ramping up for the summer construction season.

Transportation, trade and utilities, which includes retail workers, truckers, warehouse workers and utility workers, cut 1,700 jobs during the month. Professional and business services, which includes lawyers, architects, accountants, business executives and administrative assistants lost 3,300 jobs in May.

Education and health services, which includes doctors, hospital and nursing home employees, and university employees, lost 2,600 jobs

The only sectors to gain jobs were 1,900 in information, which includes newspapers and television, motion pictures and recording industries, wireless communications workers and data processors; manufacturing, which gained 400 workers; and mining and logging which added 100 jobs.

The other bit of good news was that even with the job losses of May, the state still has 44,300 more jobs than it had last May.

Unemployment compensation legislation, which would add 13 weeks of benefits for out-of-work state residents who already have received 72 weeks of benefits, has passed the state House and is expected to be taken up by the state Senate today. If the compromise with the House version is passed, it will be on Gov. Tom Corbett's desk by day's end.

NORFOLK

All Hampton Roads-based civilian government employees at the U.S. Joint Forces Command will still have jobs after JFCOM is dissolved later this year, the command said Thursday.

Army Gen. Ray Odierno, leader of the Norfolk-based military command, has approved a realignment plan that preserves all of the local civilian government jobs, JFCOM spokeswoman Kathleen Jabs said.

JFCOM is scheduled to be disestablished by the end of August as part of a Pentagon cost-cutting initiative, with roughly half of its 3,800 Hampton Roads jobs slated to be cut. Most of the job losses will occur among private contract employees. Those cuts already have begun, as contracts are not renewed when they expire.

Jabs said an analysis by JFCOM leaders found that all local civilian government workers could be placed with other commands. Most will be assigned to the Joint Chiefs of Staff, she said.

The command now has about 700 civil service workers in Hampton Roads, Jabs said. There has been some attrition in the workforce since JFCOM was targeted for closure in August, she said.

There has been no change in the projected $400 million in annual savings from the closure, Jabs said.

With an annual budget of $1 billion, JFCOM's core mission has been to ensure that the different branches of the armed forces work well together. When Defense Secretary Robert Gates announced his plan to dissolve the command, he said joint operations have become part of military culture and a separate command promoting that objective is no longer necessary.
