State officials hail compromise on dog breeding bill

LOUIS • State officials gathered Tuesday at the Humane Society of Missouri on Macklind Avenue to explain a new state law on dog breeding and praise their efforts at crafting a compromise that satisfies animal welfare advocates and agricultural interests.
Gov. Jay Nixon was joined by Missouri Attorney General Chris Koster, Missouri Director of Agriculture Jon Hagler and Humane Society of Missouri President Kathy Warnick to explain how key provisions of the law passed in April will protect animals without putting dog breeders out of business.
Dubbed the "Missouri Solution," officials said the law ensures more inspections of dog-breeding facilities and expands local and state authority to prosecute offenders in criminal and civil courts.
Also, the law requires breeders to give dogs continuous access to water, twice-daily access to food, annual veterinary exams and double the current required amount of cage space by next January. Breeders have until 2016 to triple cage space.
Nixon also said the 2011-12 budget provides $1.1 million to expand enforcement and increase the number of state inspectors, veterinarians and staff. Also Tuesday, officials announced the appointment of a lawyer within the state attorney general's office focused solely on animal cruelty.
But critics of the law, including national animal welfare groups that spent millions in support of a voter-approved measure that called for even tighter restrictions, have said the compromise falls short.
"Lawmakers should never have substituted their judgment for the people of Missouri and gutted core provisions of Prop B," said Wayne Pacelle, president and CEO of the Humane Society of the United States. "The so-called compromise was not about protecting animals, it was about placating agri-business."
Pacelle, speaking by phone from Washington, said lawmakers should have allowed Proposition B to become law and evaluated potential problems with it before proposing changes.
Prop B had called for a maximum of 50 breeding dogs per facility, larger cages with outdoor exercise runs, sufficient food and water, rest between breeding cycles and prosecution of those who broke the rules. It passed last fall with 51.6 percent of the vote.
